What would cause my transmission to shift at high rpm

I have a 1990 f350 w/ a c-6 auto trans. There is a vacuum operated shift modulator located toward the rear of your tranny, passenger side. Some are adjustable, there may be a screw in the hose end.
Screw in to shift harder, screw out to shift easier.
