So I bought this truck real cheap as a project of sorts and it had been sitting for 2 years without being run at all. I did simple stuff to get it road worthy but the only real problem I have now is that all the lights work in the cab and on the dash but the gauges themselves do not work. Not a single one moves when the truck is started up. I was told that for this truck, the mechanical signal for all the gauges and odometer go through a circuit card and then to the actual gauges and that is the problem. How do I get to this circuit card and is this true? As of right now, I'm using my GPS unit as my speedometer and odometer but its really irritating not being able to look at the dash and see the status of the truck.

Actually, they all go through the body control module. That is the first thing I would have checked.

Is that the same as the Chassis Control module? If not, where is the Chassis/Body Control module located on the truck?

I never heard it called that before, but it could be the same. I believe in 98 they were behind the driver's side kick panel.

Is the Body Control Module also called the Power Control Moduleor PCM? I have a Haynes Repair manual and I literally read every word in it and can't find anything called a Body Control Module.

The PCM is the power control module. The BCM is the body control module. The only other thing they may refer to it as is a GEM (generic electronic module). Here is a picture of it. It should be located behind the fuse panel on the inside of the vehicle. When you look, check for evidence of water leaks.
