99 Ford Explorer Air/Heat from some but not all vents

Problem/Question:
When I turn on my air or heat I am not getting anything out of my main vents on the dashboard. I still get air/heat out of the back vents, the foot vents and even the vent on the very top of the dash (on the left and the right) but nothing from my vents above my radio, near my glove box, or near my instrument panel.

The only recent work done on the truck was that my brother replaced my O2 sensors but he said he was nowhere near anything relating to my blowers or vents.

Can you think of anything that can be causing this? I have checked my blower fuses but they were fine. Please help!

It did occur after the O2 work but I hadn't run the air recently before the work so it could be purely coincidental. As far as the air flow at the defroster vents, the airflow is strong on max air and it is strong after I switch to vents. I did not notice anything (sound or flow) that was bad from the defroster vents.

When we went back in we discovered that the vacuum canister? (Softball sized plastic thing) over the wheel well was cracked. Once we fixed that (God bless duct tape and electrical tape!) The vents began working again.
