1998 Ford Explorer hood does not open

hi the hood of my truck does not open. i have tried to pull the cable from inside the panel. I have also cut a litle piece of the fence to try to get a phillips drive and try to force the hood open, but it has a black cover preventing me from doing it. how do i get to open the hood manually?

If you cant pick the release fromthe grille area, might want to get under it and look up, might be able to get it ffrom the bottom.Otherwise a body shop would be a good place to take it for a look
