When starting the car it produces a squealing noise similar to the fan belt squeal but has an auto tensioner and the belt is tight. I noticed small metal pieces in the air conditioner clutch where the fan belt is, could this be producing the noise?

Without seeing the metal pieces, it is difficult to say if that is a source of noise, but a failing bearing in the clutch assembly can cause noise. Also, a weak tensioner or worn belt can cause noise.
