1997 Ford Expedition 4 wheel drive not engaging

When I engage the AWD, 4H, 4L, the indicator lights activate, the vehicle sounds like it is engaging, and in 4L it sounds and acts as if it is in Low 4WD, but only one tire spins. I see on other posts it could be an actuator. If so, where is it located. Thank you in advance.

The 4wd actuator is located on the transfer case. It is an electric motor that shifts the transfer case to and from 4wd.

Make sure it is getting power before replacing it.

The actuator is located on the rear of the front diff. There is a vaccum control solenoid located on the fire wall behind the battery. These solenoids often get water intrusion. You can apply vaccum w/ a hand pump to the diff actuator and watch it apply. If its operating manualy its likely the solenoids.
