1994 Ford Crown Victoria shifting problems

Transmission problem
1994 Ford Crown Victoria V8 Wheel Drive Type unknown Automatic 183000 miles

i can start my car in both N and P but if i start in park i cannot shift the gear at all to dive, reverse,ect but if i partially turn the key(while car is off) i can shift it into neautral;start the car and shift from there but if i shift pack into park i have to start the car all over again, what's the problem? and how severe is it?

Check if you have brake light and if not check brake switch
