hi my problem is that my celinoide clicks but dosent turn starter and I had the starter tested and it tested good. The celanoide is also new.

In that case you should make sure your battery is good, try jumping it, if that is all good check for corrosion and loose terminal connections.
Also when cranking have someone tap on the starter with a hamer lightly.

I jumped it and tried and it didnt work I havent had someone tap the starter tho

Since you put +12 right on the starter and its good and it still clicked it is either frozen or the piniion is jammed in the crank shaft.
At this point I think you should take the starter off and try to put 12v on it with the starter off of the motor, if nothing the starter should be replaced.
Sometimes the starter when tested tests good in one posiiton but if its moved it doesnt test good and shorts out.
