The key has a transmitter in it, but this is technically not a FOB. FOB stands for Finger Operated Button. So, your system uses a transmitter (chip) that is inside the key which has an ignition lock that needs to be released.
So, if the battery is drained the switch will most likely not unlock the ignition switch.
So, let's start with checking the battery using this guide:

However, I am attaching the info from the manual on how to replace the ignition switch which is what I suspect we are going to have to do.
If you can't turn the key to replace it, then you will have to drill it out in order to get it turned and then replace it.
