Fans run very slow

So when I turn my car on the fans run but very slow. Is this the way it supposed to be until it warms up or is this a malfunction? I put new relays and it did not change anything. Please help.

This engine has what is called a hydraulic cooling fan. Basically, it is a fan clutch that is engaged using fluid.

I doubt this is a relay or electrical issue, but we should check voltage coming out of the fan ECU just to check and make sure it is being commanded on high when it is supposed to be.

However, if the fan starts spinning as soon as the engine starts and does not speed up then I suspect the fan has failed.
