Heater not working and code P0483

P0483 code came up on my car. My mechanic hasn't seen this code before. My car isn't overheating or anything the only issue is my heater isn't working, the fan won't blow any air. Is there any idea what this might mean I have to fix?

The code P0483 Cooling Fan Rationality Check Malfunction is the definition. There are three fuses and two relays that needs to be checked. here is the cooling fan wiring diagrams so you can see how the stem works and which fuses to check. These guides will help. Also does the cooling fan come on when you turn the AC on?
