Radiator fan is not engaging

My car is running about halfway on the temperature and I realized that there was a little bit of smoke coming from the grille which made me realize that the fan isn't engaging. Also the hose was is rock hard. So would this be a problem with the thermostat or my fan?

If the engine is running at normal temperature, I doubt the thermostat is the issue.

As far as the smoke, it could be from a coolant leak. I would pressure test the engine and make sure there is no leak.

As far as the fan, if you turn on the A/C, does the fan run?

I attached a wiring diagram of the cooling fan. If it does not work we will need to do some checks to find out why it is not working.
