This is a question for the people at a body shop. Calculating repair estimates is part of what they do every day. They will determine if it is more cost effective to straighten sheet metal parts, then paint them. Usually it is less expensive to paint a replacement panel, then bolt it on.
There is often multiple head lamp housing designs for one car model, depending on the optional equipment the car came with. They might find a suitable used replacement from a local salvage yard, otherwise they will have to order a new one. They have access to a number of aftermarket companies that make replacements that cost a lot less than getting one from the dealer.
