Where it is damaged, I see something that appears to be steel. Is that correct? Also, because of the location, I feel it may be a good idea to replace it. I can't guarantee it, but you may get water up near the belt which can cause other issues.
Also, if all the plastic is still there, you could even drill a few holes in the damaged section and zip-tie it together. That should be okay as well. We just want to keep it sealed up as much as possible.
