Engine shut off - won't start

1996 Rav4 220k miles - while driving at constant speed, engine shut off. Has power. When trying to restart, can hear starter spinning but does not sound like the engine is turning.

if starter spins but engine does not turn over starter is bad the drive unit has gone out on it.
