Emergency brake not working put new shoes on adjusted them up properly and cables are still hooked to actuator, but when I pull handle to put brake on nothing happens the shoes do not open up to put brake on. I am not sure how that actuator works could it be seized? If so is there a way to free it up to get it working again? Thanks.

When you apply the parking brake does handle move? Have someone apply while you watch to see if cables move. Or remove cable at brake and apply does cable move?

No need to remove console to adjust only to replace. Follow cables to equalizer find nuts loosen to gain slack attach re-tighten until up have a parking brake at at five clicks of handle.
