Electrical issues

I'm not sure if there's 1 thing causing all these issues or separate ordeals. But my moms Van Awhile Back has the gauges that don't come on but once in awhile they will for a second or two. I noticed the windshield wiper work on one speed and will some times pause or freeze and shutting them off you have to time it right for them to go down all the way and not stop where ever. The rear wiper stopped working and I think some thing else did right there in those button switches area below the stereo. She has the power seat that adjusts like normal seats that electric on one side that doesn't electric slide seat forward. No more but on that seat also has switches on other side of it for the seat to slide forward. Using the movable plat from that it sits on that also turns the seat around that works though. The seat issue could be something of its own I'm thinking. But I noticed recently our cooling fans are not coming on an that's no good not having working dash stuff to tell me when it has gotten too hot or any thing. Any advice would be great. Oh, and I'm about to run down and get a new battery because this one seems to go dead enough over night it is not got enough juice to start it. There is A power ramp and lift installed as well if that's any help. I don't know if it could be a ground problem or computer problem or A every thing problem. My mom has limited income and every time she takes to a shop we seem to have issues still or more. Could this all be or most of it related to 1 thing or is it just a electrical mess of God only knows going on? I think she should get rid of it but due to it haven her ramp in it then its not that easy being low income. I might be a girl with very little brains on cars but I'm willing to figure it out as long as I got the tools. And I have a few multi meter and odds and ends to use. Horn and airbag that I think is a clock spring recall hasn't been fixed yet either. But this is what I know so far with this poor van. It did seem like it almost all but a couple things started same time or back to back I'm not sure but cooling fan I really could use fixed asap. I didn't see any blown fuses though. But I'm a newbie with a little familiar to some thing though. So some detail tails I might need more then others. Like where do I even start? I got brave took cluster out and didn't really see what could be wrong with it so I put it back in. What A experience it was. Lol. But any ideas that I could check would be a huge help thou. Thanks so much ! I will check back later today on this to see if there's any ideas !

It does sound like a lot of this could be due to low voltage. The cooling fans are different so let's tackle that first after you replace the battery.

I attached the wiring diagram so we need to use your meter to see if you have voltage at both fans when they are commanded on. Basically let the vehicle warm up and then turn the AC on and both fans should be on.

Let me know if you have voltage on the dark green wire at the fan and we can go from there. Clearly if you have voltage then the fans are the issue. If not, we need to go backwards to the relay and check to see if that is the issue. If not, then the fuse.
