If it is only that side but the other side still operates the problem is likely in the actual wiper transmission linkage that moves the wiper. Either the arm to it has failed or the wiper tower that the outer wiper arm mounts to and the arm moves is broken.
You say you replaced the "arm" was that the outer arm that the wiper mounts onto?
If so the part I am referring to is the shaft that comes out of the cowl panel and the arm you replaced actually bolts to, they are a piece that is moved by the linkage arm. The image shows the way the tower is moved by the wiper motor. If the weld or more commonly the plastic bushing on the end of the arm wears and they fall off, the wiper will not move with the motor. But you can grab the wiper blade/arm and move it freely.
