Driver's door frame rusted

upper hinge attached to body frame. frame rusted where two 13 mm bolts to frame (popped through rusted) can no longer bolt to frame. looking for way to reattach bolts through frame. idea like molly bolt (butterfly expansion) something that can be attached to the end of the 13 mm bolt treads which will expand strong enough to hold behind the frame for adequate torque and support.

more than likely a body shop will need to fix this if bolts have rusted out in frame there is not anything to attach to unless you dig deeper into body to repair rust so it will work.
