Does not up-shift

While driving on city streets, the engine light came on and the engine speed jumped to higher rpm's. After parking for fifteen totwenty minutes, car started and shifted normally for a short time. Then it again locked onto the low gear and would not up-shift. Everything else seems normal.

It sounds like you have an engine coolant temperature sensor that is shorting out when it gets hot. But to be sure lets run the codes to see what comes up. Here is a guide to help us get started:
