2003 Dodge Truck Intake Heater

The intake heater does not get hot(133 degrees), and the truck won't start if the temperature is less than 50 degrees unless it has been plugged in for a few hours. I replaced the relays and the heater is working (with a direct connect from the relays to the battery) Otherwise, my meter shows only 3.5 volts going from the PCM module to the relay. What could be causing the low voltage to the relays?

I am having the same general problem with my 2003 Cummins. It ran fine all summer (Nebraska) then when the temps went below 50, I had to start plugging it in. I've got to get this figured out because I won't be near an outlet at every stop all winter long.

Have you been able to figure out a solution?

On my truck, I believe the fuel rail is working as I can hear the heater kicking on/off. I also suspect that the intake heaters are working because after I get the truck started, I notice the dimming of lights, fan, etc. as the system cycles. However, I'm curious how you checked the operation of both of these elements.

I also read online where someone had the same problem and had to replace the fuel control actuater. A simple repair, but a $150 part so I don't want to just start trying things.

I guess if the experts don't help, we can help each other!
