Turn the ignition switch on and the wiper switch on low or fast, not one of the delay settings. Touch the probe of a grounded test light to the wiper motor's case. If the test light lights up, the motor has a bad ground. It might even start to run when you push on it.
To reduce vibration, the motor's mounting plate is bolted to the body with rubber bushings. One of the three mounting bolts has a brass strip under its head that is also riveted to the mounting plate. That strip develops a burned spot under the bolt head.
The easiest and most effective repair is to run a new ground wire from the mounting plate or motor to the body.
