2004 Dodge Stratus Stalls at 2500rpm

Our 2004 Dodge Stratus 2.4L DOHC recently had to have the whole engine head replaced due to bent valve that was caused by lack of oil pressure to the cams. The new head has been installed, along with brand new cam sensor, crank shaft sensor, and oil pressure sensor. The car runs now, but it will not rev over 2500rpm. Once the engine hits 2500rpm, the engine sputters and 'jumps'. I have taken this to a dealer & they said it was out of time. I had timing checked & it is timed perfectly. The dealer said the PCM is working fine. Do you know what could be causing this issue?

If you have no load the PCM will shut the injectors off to prevent internal engine damage
so u can not raise the RPM if not driving
PCM will limit the RPM normal and design to do so
Need a tool or a tester CHECK IT @

Thanks for your help! I'm sorry to misunderstand, but what do you mean by 'no load'? Do you think the PCM is limiting the RPM because it may be mis-timed? It is a possibility. I have had 3 cam shaft sensors replaced, so I don't think that is the issue. Could the magnet behind the camshaft sensor be an issue? Thanks again for your help. I greatly appreciate it!

No load (When engine running, tranny in park or neutral)
and if this is the case its a normal action that the PCM will limit the RPM
