1994 Dodge Stealth Idling Really High

Hi Guys,
I need help. My Stealth/300Gt is randomly idling really high. 2k rpms and doesn't change even if I rev motor or try to tap the accelorator. It did this once before and then started randomly dying; at stop signs or when I was not accelorating. I took in to the Dodge dealership and they didn't know what to do. My computer is too old for their computer to read. They said that they did a tune up, throttle body swab, and a fuel injection cleaning. It stopped for about two months then started to do the same thing again. It isn't dying yet but idling high and making little noises once in a while. I noticed that when I try to use the air condition, and at times even the defrost, it makes a noise like a belt is worn out. And I noticed that the light behind my heat control knob goes off and on sometimes. There is a short in the cigarette letter and it doesn't work at all, not even sure that it's actually connected anymore to be honest. Don't know if any of these things are related but really need to deal with the idle speed issue. Any ideas? There are only 5 mechanics in this entire area who know anything about this car so it's getting pretty expensive to take it in for diagnosis and coming up with the same issue. OH yeah, and it has an after market cool air intake system on it as well. I have been getting synthetic oil when doing oil change at Oil Can Henry's and not sure that I should be doing that or not.

I would be looking at the Idle Speed Control Motor. Sometimes when they start going out they will work intermittently, making the idle erratic
