Hi jgriffee76. Welcome to the forum. If the cable broke inside the truck, use a vise grip pliers to tug on the end of it. If it broke under the hood, you should be able to see the black casing for the cable under the plate the latch is attached to. Follow it to the area of the release lever. You might have to feel on top of that plate. Once you determine where that lever is, chances are you won't be able to fit your fingers in there. Bend a hook on a piece of heavy wire that you can use to tug on that lever. Coat hanger wire will not be heavy enough. Gas welding rod works well. It is about 1/8" in diameter and real stiff.
As a last resort, you might be able to feel the two bolts that hold the latch bracket to the bottom of the hood. Unscrewing those bolts will allow you to open the hood too.
