If both rear wheels are locked up, suspect a sticking parking brake cable. The tire installer may have applied the brake during service, but most professionals know to never use a customer's parking brake because they often cause this problem due to lack of regular use. You didn't specify automatic or manual transmission. The mechanic may have needed to use the parking brake if you have a manual transmission.
Another clue is if the parking brake lever rises up a little on its own and you can press it back down. Park on a level spot, then flex the two cables in front of each rear wheel. Very often that will help a sluggish cable release. Sticking cables should be replaced.
