2002 Dodge Neon engine burning oil

My Neon seems to be running just fine, but I've noticed for years now that it seems to be consuming a lot of oil. I check from time to time and find that a good amount of the oil is gone. Lately I've been smelling burnt oil as well.

What's wrong with it and is there anything I can do to fix it that won't kill my bank account?

If you're not leaking anywhere then its burning in the cylinders -any blue smoke coming out of the tail pipe?

I haven't noticed any smoke coming out of the tail pipe, but I haven't really paid attention either.
