1998 Dodge Neon ignition problems.

I am having intermittent trouble starting my car. It is a DHC sport package with a manual transmission w/ cruise control with 125,000 miles.
I keep having two problems that blow the Starter Maxi Fuse in the engine compartment. Sometimes the starter will stay engaged and keep cranking without ignition until the fuse blows. I have tried taking the key out, the fuse out and the starter relay without the starter stopping.
The second problem occurs when I try to start the car and get nothing. When the fuse is checked I find that it has blown. When I replace it, it may work fine, or go into problem one or two again. Then the car may start fine for weeks until once again does one or several of these problems.
This problem was first noted about 11/2005 and I replaced the starter assuming it was where the problem was. This worked for a long time, about a year, when I replaced the starter relay. Again it worked for a while. Then it started to do this every few weeks. I have replaced the relay several times and had one garage work on it. The garage found that the clutch pedal was rubbing on the wires going to the brake switch. They repaired the wires and again it worked for about a month until their repair started to come apart. I then worked on the wire myself and was able to re-rout it so the pedal never touches it. About a week later the same problem. I then replaced the brake switch itself thinking that maybe it's been damaged by all the shorting out. Same problem again.
I am doubting that the wires are the real culprit.
Any thoughts or suggestions?

Have seen this countless times-replace the starter and that will solve it. It may crank ok ussually. Ive had this problem ocur many many times. Good luck
