2004 Dodge Intrepid 2004 Dodge Intrepid SE code P1681

I have a 2004 Dodge Intrepid SE 2.7 liter engine. I have two problems, one is the code P1681 I know the description of the code but what does it entail.

The other problem I have is every once in a while when I start it, it spits and sputters and then dies. When you try to restart it it just turns over and over, so far it has restarted after 10 or 15 minutes and run fine. The only other code on my car is P0441, I dont think this is causing the problem.

P1681= No IP cluster messages recieved, IP cluster or wiring is on the way out, anti thesft and other info is missing to the PCM to allow it to start. Cluster or connectors at the cluster need to be looked at.
