Hi:
The problem deals with the fuel float in the tank. It is part of the fuel pump and this is not uncommon. The resister built into the fuel float fails causing things like you described. The only way to repair the problem is to replace the fuel pump which is an expensive job. If you can live with it, let it go. It won't hurt anything other than being a pain.
