I assume this happens even if there is no passenger in the truck. If it happens when just a driver is in the vehicle then that means the seat belt buckle switch has failed. Basically this is responsible for telling the computer that the seat belt is in the buckle. Even though it is plugged in, the module doesn't know that because the switch is not operating inside the buckle.
I attached the info below on this and where it is to replace it. Unfortunately this is the only way to repair this as it is part of the airbag system.
