Inspect and test the blower motor resistor-its job is to insert/extract resistances to control the speed of the blower motor.

The blower motor resistor is located above the passenger's footwell

Did you ever find a solution to this problem? I have the same problem on my dakota as well. I pulled out the blower motor resistor and am planning on ordering a new one, but wanted to see if you had resolved this issue another way. Thanks

Check the fan switch on dash remove it and with volt-ohm meter set to continuity so you can see if you have current going through switch
