1999 Dodge Dakota Battery Replacement

Just took off my battery terminals to clean them up, replaced the cleaned terminal on the battery and the truck will not start. When turning on the key, all the dash board lights come on and the horn comes on then off consistently without starting the engine. What do I have to do to reset this condition? PS: I don’t have remote locking system with panic button on it.

First recheck the battery terminals to make sure they are tight and making good contact. Also, check the grounds to the body and the engine block. If all is good, have a helper turn the key to the start position and check to see if you are getting 12 volts to the small wire on the starter.
