When I turn the key to ignition on the engine will not crank. I can hear a knocking sound from the starter but it will not turn. After a few tries the starter finally engages and spins and starts. It has a new battery and battery conectors. Could it be a starter solenoid going bad or the starter itself.

Probably the solenoid, but a rebuilt starter comes with it!

Yup, merlin2021 is exactly right. Worn solenoid contacts are very common. They can be replaced for 20 bucks, but most people just replace the starter.
