You need to take it to a different Dodge dealership and get a second opinion. Don't tell them you already went to another Dodge dealership.
Your vehicle should still be under warranty, correct me if I'm wrong? They need to fix it. Period.
If you cannot control your car, that's a problem. I've driven rear-wheel drive vehicles before (with big engines, mind you) and never had that type of problem.
I believe when they replaced your rack, they did not adjust it properly or it is defective or something else in the steering needs to be replaced/adjusted. Good luck. And, HOLY car payment, Batman!
