The front wipers work fine when they are turned on in both the low and high settings to operate but when using the intermittent delay option it will not operate consistently at the proper delay timer setting. It just operates when it wants too and very long in between when it doesn't want too. What item would I want to investigate to solve this problem?

Jack,
Can you tell me what parts in particular should I be considering for this repair? I know you stated wiper relays but will the auto parts store have enough information to help me with a selection if I talk with them about this or will they need more detail from me?

Under hood relay box check and mark the wiper relay
switch it with a similar relay and give it a try it all OK remove the marked relay and replace
you may have two relays for the wipers
