I am leaking fluid out of the passenger side and I thought it was a seal. When I took the clamps off the boot it was full of fluid. Is this normal? Maybe I have a bad boot?

Rack and pinion must be replaced. The rack seals are leaking into the boot. Both boots will have fluid due to the transfer tube between them. That's a small metal tube that transfers air from side to side as the boots expand and contract as you steer back and forth.

Fortunately, Chrysler rack and pinions don't fail very often, and at 203,000 miles, it doesn't owe you anything. Quality rebuilt units are often even better than the originals, especially for GM cars. (You wouldn't have made it to 150,000 miles if it was a GM product). Expect to pay about $150.00 - $200.00 plus labor, and it WILL need an alignment to set the direction the tires are steering, (toe). This setting is critical for good tire wear.
