I had the same problem on my 2000 caravan and the problem was the clock spring inside the steer wheel.
Remove the battery cable, the remove the airbag from the steering wheel. Unplug the wires and remove the steering wheel, using a puller.
The clock spring is the circular 'box' behind the steering wheel that allows the wheel to turn and not kink the wires.
There is a small clip to be released from the back side of the clock spring, one on top and one on the bottom. The wire clips for the air bag and the horn and cruise control are at the lower left.
You can test to ensure this is the problem by testing continuity between the plugs coming out the center of the clock spring and the prongs where these plugs go.
This would be a good junk yard item.
