1989 Dodge Caravan Running rich!

I have a 1989 dodge caravan 2.5L with Turbo, And i cant find out what the problem is with it running to rich. Its at a CO rating of 8.76% which is a 6;1 fuel air ratio.

it also Cuts out at around 4 grand (believed because its to much gas getting to engine)

I have replaced O2 sensor fuel pump and filter cleaned Breather and Replaced the ECU,

What else can i do?? Please help.

PS where is coolant sensor located?

Possible causes include a bad O2 sensor, excessive fuel pressure (bad fuel pressure regulator or plugged return line), leaky fuel injectors, dirty air filter or restricted air inlet, or a defective coolant sensor that prevents the engine management system from going into closed loop mode. Thank you for all the help. I have just replaced O2 sensor, doign Fuel regulator today, Has Plenty of air> Cleaned ALL filters on it. If this doesn't fix the problem ill go with Coolant sensor. thank you anymore Suggestions?
