So while checking my fuses and relays I went ahead and took the DME out of the fuse box in the passenger side underneath the hood. I noticed there was a chip in and assuming some kind of fuse on the motherboard. Could you tell me if this would affect anything and if it does how do I fix it?

That is a large surface mount capacitor. It is used to prevent noise and voltage spikes from damaging the other components it feeds. Doesn't appear to have anything wrong with it and it requires special equipment to remove and replace it because it is not simply soldered in place. If it fails it will depend on which part of the system it is feeding or controlling, however those are rarely the items that fail on those board designs. It will be the smaller components around them that fail or the fuse itself. If one of those get's enough of a spike that it did fail, that board would not be repairable because it will most likely blow a hole through the board and destroy all of the layers of the board under it.
