Did not passed smog and already spent my money at DMV and smog

It was a gift out of state. Went to smog it and did not passed. The guy says that there is something wrong with the valves. Should I remove the head and have it rebuilt or adjust the valves? The smog guy said that it is running over 500's and should be at around 99 to 100. What would be your suggestions? thanks.

I am assuming that number you are talking about is hydro carbons. If the valves are too tight then yes check and adjust the valves, but I would recommend you take it in for a proper diagnostic since we do not have your vehicle inspection report to see the other numbers and if they failed you for anything else like timing or missing components etc.
