Codes P1773 (twice) and C2116?

Low air light, ABS warning, ASC off, Service engine soon light OBDII codes=
P1773 (twice?) And C2116 These seem to have nothing to do with EPA emissions, so why do I not pass the A.I.M (Ohio) emission test?

C2116 Code - The Electronic Stability Control (ESC) may also be referred to as Electronic Stability Program.

The P1773 code is that you have an ABS fault.

So, both of these codes can be caused by a Wheel Speed Sensor that is not working correctly which usually happens when a front brake hub goes out, do you have a low hum in the front when driving? If so, this is a sign the bearing hub has gone out. You should be able to pass the Emission test but if the warning light is on, they might have an issue with it. You can run the codes to find out which sensor is giving you the problem.

Also, i have included the instructions on how to change the front bearing hub out in case you need it. Here is a video of the job being done on a similar car as well. the front and rear operation is the same.

Thanks for the quick response, the BMV folks could not answer why brake system codes would cause the vehicle not to pass.
