Hi,
There could be several reasons it isn't working. For example, a faulty brake light switch can cause it. Also, it could be related to an issue with a clock spring in the steering, a faulty wheel speed sensor, or even a blown fuse.
So, here is what I suggest. Let's start by checking to see if the cruise control module is getting power. The module receives power via fuse number 14 in the under-hood fuse box. In addition to checking the fuse, confirm there is power to it. Here is a link you may find helpful:

I attached the wiring schematic for the circuit as well as the fuse box. I highlighted the fuse to check.
