This noise is normally caused by electrical interference that the radio or speakers are picking up.
So, when you say the noise is there when the engine is on or off, does that mean that they crackle when the key is in the off position, or do you have the key on but the engine off? So, in other words, the radio has to be on for the noise to be there?
Do they crackle with the radio turned off but the key in the ACC or on position with the engine off?
The noise that you are hearing is an electrical pulse that the wiring or speakers are picking up and it displays it as what it thinks the noise should sound like. Basically, that is all a speaker does is turn an electrical pulse to an audio signal.
So, what I would do is start with unplugging each speaker one at a time to see if any of them cause the noise to stop. Clearly you will need to plug it back in because if you unplug all of them you won't know if the noise stops. Also, you may find out that the noise is only coming out of one or two of the speakers. The other way is to check this is to find out which speakers are getting voltage when they are off.
Once we narrow it down to which speakers, we will be able to figure out the next steps.
