A lot of times these get frozen and require to be shocked loose. What I normally do is take a good weighted hammer and give the wrench a few good wacks to shock it loose. You may need a helper to hold both the water pump still so you are hammering against some resistance rather then just hitting it and it turns.
Then when you try to loosen it again you should be able to get it. I attached the instructions which you appear to have correct, just to make sure you are oriented correctly. Basically you turn it clockwise when looking from the front of it.

If this does not work then you may need to find a cheater bar (metal pipe) that is large enough to fit over the end of the wrench.
