Condenser Fan Is Not Running When AC Is On

A condenser fan is not running when AC is on. When swapping an AC clutch relay to the condenser fan relay, the fan is running. So the fan is working, then I ordered a new Honda condenser relay, part number 80490-SM4-A01. However, the condenser fan is not running. I called the Honda dealer and explained the situation, and they sent another brand new relay, free of charge. Again, the condenser fan is still not running. I feel lost. Please help!

What exactly do you mean when you say you swapped an AC clutch relay to the condenser fan? Im not sure I understand what you did here.
