It sounds like the fuel enable password has not been learned.
So, I am attaching the 10-minute process that you mentioned for you to review it.
However, it sounds like if this was starting with the old ECM but not this one that the ECM is not getting the message to start the engine, so it thinks it is getting the disable message.
Take a look at the info below.
This sounds like an issue with the new PCM because if you replace it with a new one then you have to program it with all the VIN specific items. However, if you had that pre-programmed then it should pick up the signal. There is no programing for the PCM on the key info. It just gets the signal from the TDM and if it is a good signal then the ECM starts the vehicle. If not then it doesn't.
Was this a used PCM or a rebuilt one that they flashed to your VIN? Either way, I would give them a call and tell them it is not allowing the start and they may have a work around.
