Van surges at stops after highway speeds. Makes it jump forward. Then the motor will run like it can't idle. Revs up and down between 1000 rpms and about 300 rpms. Sometimes the motor will kill when turning off a road from highway speeds.

check fuel pressure.

check for vacuum leaks like broken or cracked hoses.
check fuel pressure regulator. remove the hose and see if there is fuel in the line indicating the regulator is leaking

One more thing to add to that list is make sure the EGR valve isn't sticking open.
