Cluster and wipers do not work

All my gauges (gas, tachometer, speedometer, temperature), the cluster lights, wipers, quit working and the airbag light comes on, and then comes back on while driving. Sometimes they come right back on sometimes stay off for awhile. When they come back on the cluster dings like you start the car and the gauges work and airbag light goes out. There is also a clicking sound coming from dash that sounds like a relay clicking at first it was just here and there it clicked but now it constantly clicks.

Hi,

Since it comes back, it isn't a fuse issue. Power is there all the time, but not being used. I looked through a wiring schematic and have attached two pics below. The instrument panel and air bag tie into the same ground, which includes a ground for the wiper. Do me a favor. I need you to check that ground. It is located in the center of the dash and mounted on a bracket. One wire to it will be black with a light green stripe and the other will be black. See attached pics.

What you are looking for is to see if it is loose, corroded, damaged, or anything out of the ordinary that could cause an issue.
