2001 Other Citroen Models Front Wheel Drive Manual 73000 miles

My Citroen Picasso is off the road and Im not sure if I can drive it to garage! I was about to make a long jurney on the motoway and I went to pump up the tyres on doing this I noticed under thr front wheel arch a sring was hanging down and resting on the tyre! As a result the brang new trye has a big ridge down the centre of it. Im not sure what has happend and dont know if I should drive it and if it sounds costly. As you can probably tell Im a woman and usually end up getting ripped off as a result of not knowing wha Im being told is the truth!
